“When I selected July 24
as the day to officially begin the 2004 general election campaign, I had no
idea the week of July 19, would have so much positive excitement. From the endorsement by the Mo. AFL/CIO, to
watching Claire McCaskill win the debates with Bob Holden, to all the positive
feedback from voters while going door to door, to meeting with former Governor
Wilson and former Mo. House Speaker Kreider and Laborers Union leaders and
media, to taking a journey back in time visiting Virgil City, to noting
virtually every major newspaper in Mo. has endorsed McCaskill for Mo. Governor;
the week will be one of the most exciting in my political memories for a
while.” MP 7/25/04

GENERAL ELECTION
CAMPAIGN KICKOFF
A New, Positive Direction for Missouri
Preserving the Past, Protecting the
Future
July 24,
2004
VIRGIL CITY, MISSOURI
Although the
house where she was born at Virgil City, Missouri is long gone, Marvalene
Pankey stood on the grounds of the old store building where as a child she
learned of business, looked past the first church she remembers attending and
across to her birthplace then to the opposite direction where she learned about
world to local government at the knee of her grandfather, (who among other
things predicted bread and gas would be $2 per unit during Marvalene’s
lifetime). She chose the Virgil City
community reunion to officially jumpstart her general election campaign for the
Mo. House 133rd district and to plead with voters to vote for Claire
McCaskill, Bekki Cook, and Mark Abel in the primary. (She also urged voters in the 125th district to
support Bart McClaughry and 126th, Rich Meyer, for Mo. House.)
She reflected on
the need for greater accountability and fiscal responsibility in government,
simplification of Missouri laws, expanding tourism and economic development in
the 133rd, better roads for the district, creation of jobs,
restoring free and fair elections, fair funding of schools without property
taxes, and even putting Virgil City back on the map.
Aside from
having no opposition in the Democratic Party primary, Marvalene Pankey has
already been endorsed for Mo. House by the voice of Missouri’s families the Mo.
AFL/CIO (which represents 500,000 union members and retirees and 391 unions and
labor councils); The Reform Party of Missouri, Inc.; and Statesmanship Party, Inc.
She said that
she believes the elections August 3 and this fall are in the least the most
important in Missouri since the Civil War and perhaps even more critical to the
future. She said that people from all political
parties are turning to support Claire McCaskill for Governor because she has
proven she gets things done, has a plan for moving Mo. forward and is reaching
out to all Missourians. Although,
Marvalene has never supported Claire McCaskill in the past and they still do
not agree on some social issues, she helped begin the Draft Claire movement in
January, 2003 because she believed our state is in a mess and Missourians must
move in a new positive direction; preserving the past, protecting the future,
which is also Pankey’s campaign slogan.

Marvalene Pankey Endorsed by Missouri AFL/CIO
July
27, 2004
Stockton, Missouri
Marvalene
Pankey of El Dorado Springs, Mo. and the Democratic Party nominee for Mo. House
District 133rd has been endorsed by the voice of Missouri’s
families, Mo. AFL/CIO Committee on Political Education. The Missouri AFL/CIO represents 500,000
union members and retirees and approximately 391 unions and labor
councils.
In
making the endorsement Hugh McVey, President
and Herb Johnson, Secretary-Treasurer of Mo. AFL/CIO wrote “On behalf of
our union members, we would like to express our appreciation for your views in
support of Missouri’s working men and women…”
Marvalene
Pankey stated, “Receipt of this Mo. AFL/CIO endorsement is indeed a highlight
of campaign 2004 thus far. Good government must do all possible to support
Missouri’s working men and women. As a member of the Mo. House I will always
do all I can to preserve the past, while protecting the future to help Missouri
families, working men and women, and to help those unemployed or under employed
to have more opportunities to make a decent living. I look forward to working with many union members throughout the
campaign and while serving in the Mo. House.”

Unfortunately
it costs money to campaign for Mo. House and certainly Marvalene Pankey is a
pauper compared to the opposition. We
stretch every penny to the max and believe in being very frugal and most
accountable for all donations. The Mo. Ethics Commission has ruled that $300
per individual may be given to a Mo. House campaign. August 2, 2004 Marvalene will be 56 years old---please consider a
birthday donation of 56 cents, $5.60, $56.00 or $156 or ??? Please send donations of any amount to Elect Pankey Campaign
Committee, 307 W. Fields, El Dorado Springs, Mo. 64744.
ONE
LITTLE EXAMPLE---Pankey Proved Blunt Did Not Correct Mo. Election Laws
In Stockton, Mo.
July 22, 2004 Mo. Secretary of State, Jr. Blunt, bragged of his success in
having
the Mo.
Legislature change the election laws to
correct known problems. (He also lied
and again proclaimed St. Louis voters had extra time to vote in 2000. Marvalene Pankey was at the scene in the
City of St. Louis and witnessed first hand what happened. She saw African Americans, who were trying
to vote, treated horribly and ultimately turned away in tears. She saw the police state type atmosphere
outside at this so called potential riot scene and then witnessed destruction
of ballots and other very questionable happenings as law enforcement refused to
do anything about disorderly alleged counting of the votes.)
The next day
after Blunt’s Stockton speech, Marvalene Pankey set out to prove what he had
said was wrong and Mo. election laws still need changes made. She submitted an Application for Declaration
as a Write In candidate for Democratic Party Committeewoman for Box 2 (no one
had previously filed for the position) to Cedar County Clerk, Mary Cain, who
was appointed by Bob Holden over Marvalene Pankey in 2002. Mary Cain, who claims to be a Democrat, called
Blunt’s office and the Republican Party representative told her only 115.613
RsMo could pertain and the application must be rejected and no election could
be held for the position. Upon
challenge by Marvalene Pankey that 115.453 RsMo, sections 4 and 5 conflict with
115.613 the county clerk made a second call to Blunt’s office. Again the Republican representative ruled
only the phrase in 115.613 “…no election shall be held…” could pertain and the
application must be rejected. Even
though both 115.453 and 115.613 were
supposedly revised in Blunt’s election laws massacre of 2002, section 5 of
115.453 refers to write in candidates for political party committees and does
not state no write ins are permitted unless someone filed prior to the original
ending of declarations of candidacy.
Marvalene Pankey
stated, “The real issue is not whether I can become the Democratic Party
committeewoman for Box 2; this is indeed proof that Mo. election laws and, in
fact, most chapters of Mo.
laws have
provisions which contradict each other, need a court of law for interpretation,
or can be politically misinterpreted at the whim of and to the advantage of
Republicans such as Blunt. As a member
of the Mo. House I will seek to insure Mo. laws become more consistent and we
simplify all laws so common people can easily understand them. Blunt and the Republican controlled
legislature have done nothing to improve Missouri election laws nor our revised
statutes in general.”
Even though
Marvalene also submitted letters to the editor in support of other candidates
she has endorsed, she was pleased the St. Louis Post Dispatch chose to print
the one below. (They did make some
slight revisions, but message remained the same.) Since Pankey has some name recognition in the St. Louis area
(even won a primary over a St. Louis opponent in 2000) she hoped the letter
will influence a few votes.

Vote
for Cook
How sad that the Post-Dispatch has chosen to promote more bickering and
gridlock for Jefferson City instead of choosing leadership and experienced
management. One of the very important duties of the lieutenant governor's
office is to preside over the Missouri Senate.
While he was serving in the House, Ken Jacob earned my respect. But after
moving over to the Senate, he has been sucked into the Peter Kinder,
Republican-style of constant bickering.
I ran against Bekki Cook in the 1996 primary for Missouri secretary of state,
and I was in her face about vote fraud and other issues that needed attention.
I wholeheartedly support Cook for lieutenant governor because I believe she not
only will properly lead the Senate and end the gridlock and partisan bickering.
She will help create jobs, expand the tourism industry, and be a compassionate
advocate for senior citizens. She will be a strong voice for our public schools
and support issues that need reform in our state government.
The Post-Dispatch made some unwise choices. I hope voters will be wiser
and vote for Bekki Cook for lieutenant governor.
