PERSONAL BACKGROUND---Marvalene Pankey is a third generation
Cedar County, Missouri native. (The
grandparents of Marvalene's maternal grandmother came from Germany and the
mother of her maternal grandfather was probably a full Choctaw Native American.
Her paternal grandfather's family came to Cedar County, Stockton, Mo. from
Arizona in a covered wagon. They were of French and English mixed
descent.) She was born 8/2/48 at
Virgil City, Mo., the daughter of Gilbert and Nada (Lee) Pankey originally from
Stockton, Mo. area. Marvalene has spent
most of her life in southwest, Missouri and returned to Cedar County in April,
1997 to reside full time. She has never
married, but some of her former students became like children to her.
FORMAL EDUCATION-- Master of Arts, University of Tulsa,
Oklahoma; BS ED, Southwest Missouri State University, Springfield, Missouri;
Paralegal Certificate with Honors, Southern Career Institute, Boca Raton,
Florida; Real Estate Broker Training, Career Education Systems, Kansas City, Missouri;
numerous other education; training/experience in management, sales, public
relations, marketing, business, government, politics, social issues, law,
research, public corruption investigations.
PROFESSIONAL EXPERIENCE--Missouri real estate broker; public school
teaching experience for a total of over 8 years and 3 plus years supervising
other teachers in public school settings or teaching the mentally challenged in
a state facility. She has additional teaching experience at the junior college
level for two years. And she has also taught seminars and conducted workshops
on a variety of topics. She has been an
associate member of the Ohio State Bar Association.
In addition, Marvalene Pankey
has worked as a manager of a retail store on the busy Branson, Mo. tourist
strip. She has also worked a variety of jobs ranging from finding computer
errors for Sun Oil to stuffing envelopes for the Teamsters to the tax division
of the Mo. Department of Revenue to child care to selling advertising. She has
worked in marketing, web site design, and personnel management for a Joplin
area manufacturing company. And has a total of at least 15 years experience in
supervising personnel, business management, public relations, promoting
businesses, and working within a budget.
From 1996 to the present she has
also worked as an independent contractor, merchandiser and product demonstrator
for various companies. She also does
investigations, research, and consultations and creates web sites on a
freelance basis.
OTHER EXPERIENCE--1964-1966-Marvalene Pankey was selected by
El Dorado Springs R-2 Schools, El Dorado Springs, Mo. as a youth advisor to
U.S. Congressman, Durward G. Hall.
Marvalene has testified before
Mo. General Assembly hearings numerous times.
And in the 1980s she successfully pressed for legislation to protect
youth from false imprisonment. In the
late 1990s she wrote complete revisions for Mo. Election Laws for then
secretary of state, Bekki Cook. She has
also made presentations before more than one Mo. Governor.
As a business woman in Nevada,
Mo. from 1984-1987 Marvalene was a member of the Vernon County Chamber of
Commerce.
Mid-1980s-1993--she did
considerable research regarding Missouri courts and particularly how youth were
treated in the system. She assisted
with some high profile cases and wrote the pleadings that led to the release of
at least three innocent youth.
From the fall of 1994-early,
1997 Marvalene Pankey did extensive research on Missouri elections and the
potential for and evidence of vote fraud. In 1998 she insisted the Cedar County
Commissioners change companies for election materials, including tabulation
software and the County Clerk agreed to the change. By 1999 she had succeeded in getting the Mo. Secretary of State
to warn all election authorities that the company handling vote tabulation in
at least 57 counties had not properly registered to do business in Mo. for over
14 years and avoiding franchise taxes. Cedar County and some other
jurisdictions changed from Henry M. Adkins and Son, Inc. and the secretary of
state made them pay some of the back taxes.
January 7, 2000 Marvalene Pankey
was asked by Missouri Secretary of State, Bekki Cook, and retired Jackson
County, Missouri Circuit Judge, Laurence Smith, to outline and help develop
Missouri Citizenship Centers for each public and private library in the state
and other community locations. When fully developed these centers would have
had a web site at the heart along with considerable hard copy information
bringing citizens closer to self governance.
She has throughout her life been
active in church and community activities.
HONORS and RECOGNITIONS---In 1999 Marvalene was given notice that
she had been selected by The International Executive Guild for Who's Who of
International Executives. Earlier she
was listed in Who's Who of the World of Business, Who's Who of the South and
Southwest, and her first selection was to Who's Who of American Women in
1989-90. However, she had been nominated as an Outstanding Woman of America,
1983. In the 1980s she also was recognized at various times by Missouri Special
Olympics for her efforts in establishing a fine arts program, in coaching
mentally handicapped athletes, and in serving both on state and area boards and
as an area coordinator. She was also recognized for volunteer counseling with
sexual assault victims and volunteer service to help prevent or remedy child
abuse. In 1983 she also had examples of the art form she created, paniteurics,
selected for display in The Louvre, Paris. In 1981 she had the privilege of
having a one artist show at Cottey College, Nevada, Missouri. 1979 she was
selected as the program coordinator for Vernon County Emergency Preparedness.
In 1976 she was selected as a Missouri Bicentennial Craftsperson. She also has
several other art awards. And during her last two years in high school she
served on U.S. Congressman Durward G. Hall's Youth Advisory Council. But, her first memorable recognition was
actually during the second grade, when her letter was chosen to be sent to
Aurora, Missouri school regarding the need for a new school in El Dorado
Springs. (She has no idea why the assignment was to write a letter to another
school, but she later found herself linked to Aurora through various projects.)
Marvalene Pankey has the
experience, common sense wisdom, education, and abilities to provide excellent
representation to the people of the 133rd.
