

Marvalene Pankey will propose more laws
to be repealed, without replacement, than she will vote to pass. You will note
that some of these proposals will involve more than one statute being repealed.
Those proposals will
include the following:
1. In general, investigate and propose to
repeal ALL laws which are contrary to
the Missouri or U.S. Constitutions.
2. To repeal all laws which have expanded
the duties of the Missouri secretary of state beyond the limitations set forth
in the state constitution, article IV, section 14.
3. Repeal all laws granting any authority
over elections to any entity, department, commission, or office other than the
secretary of state, but also creating a state board of elections.
4. Repeal all laws granting any authority
over corporations to any entity, department, commission, or office other than
the secretary of state.
5. Repeal all laws granting any rights or
privileges to the federal government or any part thereof, within the state of
Missouri, which goes beyond the limitations imposed by the federal and state
constitutions.
6. Repeal all laws which are redundant,
repetitive, or contradict each other. (In cases of contradiction, certain
replacements might be needed.)
7. Repeal all laws which were illegally
passed by the Mo. General Assembly where the bill contained more than one
subject.
8. Repeal all special and local laws passed
by the Mo. General Assembly contrary to Mo. Constitution, Article III, Section
40, including, but not necessarily limited to, the regulations of management of
public schools to require school to work and outcome based education.
9. Repeal all laws passed contrary to the
limitations imposed by the state constitution, article III, section 39,
including, but not necessarily limited to the millions of dollars voted to be
given to Bass Pro tycoon for his private enterprise, a dead animal museum in
Springfield, Mo.
10. Referendum to repeal Mo. Constitution,
article III, section 39(b), the Missouri Lottery.
11. Referendum to repeal Mo. constitution,
article III, section 39(c), Missouri pari-mutuel wagering.
12. Referendum to repeal Mo. constitution,
article III, section 39(e), Missouri riverboat gambling.
Missourians should have
the opportunity to re visit these controversial issues in points 10, 11, 12
above at least every 10-20 years.
13. Referendum to repeal Mo. constitution,
article V, section 9 as obsolete as the Mo. Supreme Court no longer sits in
divisions.
14. Referendum to abolish Missouri Citizen's
Commission on Compensation for Elected Officials, Mo. Constitution, Article
XIII, Section 3.
15. Repeal all laws relating to the
legalization of the death penalty.
16. Repeal 571.015 RsMo. and related laws
regarding armed criminal action.
18. Repeal Chapter 14 of the Revised
Missouri Statutes, relating to collection of liens fo the Internal Revenue
Service.
19. Repeal Chapter 16 of the Revised Missouri
Statutes, regarding interstate cooperation and regional new world order
governments.
20. Repeal Chapter 17 of the Revised
Missouri Statutes, regarding Missouri Commission on Local Government, as
contrary to the state constitution regarding interference of the state
legislature in local affairs.
21. Repeal all laws permitting or referring
to electronic voting.
22. Repeal all laws requiring sales taxes on
sales of used vehicles or farm equipment.
23. Repeal ficticious name registration laws
as non-enforceable.
24. Repeal law requiring testimony by a
witness in a criminal case even if the person has cause to not incriminate
himself; as contrary to the U.S. Constitution, Amendment V.
25. Referendum to remove from the Mo.
Constitution, last half of Article I, Section 22(b), relating to excusing women
from jury duty, which was long ago declared unconstitutional by a court of law.
