


ELEMENTARY and SECONDARY SCHOOLS

As a former public school teacher I am committed
to helping see that the public schools can operate so that students of all
levels of ability may achieve to their maximum potential.
I do not
personally support vouchers or charter schools, however, this might be an issue
voters of the district feel differently about. I am only one person, and as a
member of the Mo. House will always try to represent the majority of the voters
in the district.
I am supportive of home schooling, but I believe
there should be standards and expectations met.
I believe we must
find better ways to fund schools than through property taxes. I also believe we
must insure funds cannot be withheld from schools at the political whim of
anyone.
I support
collective bargaining for public school teachers, but I feel strikes should be
limited to no more than 48 hours.

ENTERPRISE ZONES

Ending the abuse of the use of enterprise zones and
balancing the budget will be much easier.
Enterprise zones are another portion of the scheme Ashcroft and the
other gangsters, who influenced the Mo. organized crime network promoted. Smart, wise, ethical and fraud free tax
credits are great, but misuse of enterprise zones to feed profits to a few
become past history.
FOREIGN MEDICATIONS

Numerous
Missourians currently purchase medications from Mexico, Canada and perhaps
other foregin lands. We need to strive to decrease the costs of American
medications.
But, we also need to study carefully the use of foreign medications including
the proposal by the Illinois Governor regarding Canadian medications; and after
gathering all the facts take a stand to attempt to protect the public both from
having to pay too much for medications and the risks of possibly obtaining
medications that are dangerous if not U.S. FDA approved. Should the Mo. General
Assembly consider asking for approval for Missourians to legally purchase
medications from Canada and/or Mexico? Should the Mo. General Assembly also
propose taxation of medications from Canada and/or Mexico known to be consumed
in Missouri?
GAY MARRIAGE

The issue of marriage is not one suitable for
constitutional changes. Marriage is a religious issue and one of contract law.
The Mo. General Assembly should be concerned about whether persons of the same sex
might move to Mo. after having their "marriage" recognized in some
other state or nation as to how that might create a tax issue regarding single
or "married" persons or if there were an influx of thousands of such
couples coming to Missouri there might be a health and/or insurance issues. At
this point there is no need for alarm certainly and the state constitution does
not need amended over a here today and gone tomorrow social issue. (The issue
is just another Republican staged event, meant to be a distraction from the
real issues such as loss of jobs, gas prices, endless war.)
The Missouri General Assembly has already
defined "marriage" and prohibited recognition of marriages between
people of the same sex.
Public policy, same sex marriages prohibited--license
may not be issued.
451.022. 1. It is the public policy of
this state to recognize marriage only between a man and a woman.
2. Any purported marriage not between a
man and a woman is invalid.
3. No recorder shall issue a marriage license,
except to a man and a woman.
4. A marriage between persons of the same
sex will not be recognized for any purpose in this state even when valid where
contracted.

Asking the voters in Mo. to vote on a
constitutional change to define "civil marriage" is redundant and
merely another attempt to insure the 2004 election lines up so called
conservatives against the wrongfully labeled liberals and those of us with
common sense and strict interpretations of Biblical and constitutional laws.
Should the Republicans prevail in holding
the election to change the state constitution to define civil marriage in
November and overly influencing the presidential and gubernatorial vote, win or
lose the election for Mo. House I will, just to keep this issue stirring things
up, strive to see the Mo. General Assembly redefines and sets a felony penalty
for those in public office or licensed in Mo. and accused of committing
adultery.
Marriage and sexual activities are religious
issues and government involvement in regulating them should be as limited as
Christ's words paraphrased-let those without sin cast the first stone. There
are far greater issues to be considered this election year then the Republican
agenda to try to focus the slow to think,
discouraged, or otherwise impaired once again on zippers and who is sleeping
with whom.
(No, I do not align myself with those involved in a
homosexual lifestyle. Amazing that
there is indeed one major candidate for Mo. Governor, who has been implicated
as living as a bi sexual. And the
person prefers elephants vs. donkeys.)
HEALTH INSURANCE

The
insurance industry, of all types, carries far too much influence on public
officials. Missourians need affordable health insurance that pays without hassle.
We need to do more to combat insurance fraud, which is a problem often caused
by the medical profession and not the consumer.
Missouri needs to be an insurance company friendly state, but companies and
agents should also know that Missouri will not tolerate abuse of laws
established to protect consumers.
I was once told by a key person working in the Mo. Division of Insurance that
all the teeth in the laws to protect consumers from insurance companies were
removed from our laws during the Ashcroft administration and never returned. It
is time we take a close look at what happened and perform major dental repair.
HIGHER EDUCATION

I support the McCaskill for Governor plan for
helping turn Missouri around through insuring we do not price students out of
obtaining higher education. McCaskill
for Governor
I am open to citizens of the 133rd
district and alumni of Southwest Missouri State convincing me of the need for a
name change. As an alumnus of SMSU myself I personally prefer leaving the name
as it is and I most certainly feel there has been far too much time spent on
this issue.
And academics should always come before
stadiums. (Sidebar---I do NOT support public funding of stadiums for teams that
should be self supportive.)
HOMELAND INSECURITY

The
Bush regime's Homeland Security program was planned well before September 11,
2001. We once were the land of the free, but most of the world does not view it
as that way here now.
In selection 2000 a major coup happened in the USA and we have been much less
secure, less free since. The enemy is within, members of the current
administration were business partners with Osama Bin Laden. Missourians
experienced the terrorism from Ashcroft for eight plus years as he created an
organized criminal network and claimed to serve in statewide office. The boogie
man stole the ballot box, gave us buzz words like "homeland" and
"terrorists" and we are supposed to feel safer.
The Mo. General Assembly needs to be on record exposing who the terrorists
really are and declaring this state sovereign and free from homeland insecurity.
MISSOURI NATIONAL
GUARD

The Missouri National Guard and Reserves thereof are
being misused. The Mo. General Assembly needs to clarify and strengthen the
laws regarding when they may be ordered to foreign lands to fight endless
Republican generated wars and to carry out activities for which they are not
properly trained. The Mo. General Assembly needs to be on record calling for
troops to be brought home from Iraq and other foreign nations.
Governor shall order militia into federal
service, when.
41.530. Whenever the militia or any part
thereof is called, ordered or drafted under the constitution and laws of the
United States, the governor shall order for service the national guard, air
national guard and the naval militia or such part thereof as may be required.
Missouri is a sovereign state and state
military forces should not be used to fight a so called drug war that splashes
propaganda while arresting nickel and dime drug dealers and drug users versus
stopping illegal drug trafficking by the major dealers partnering with the CIA
and the Republican political operatives. The Ashcroft agenda bill enacted as
41.475 RsMo. needs repealed and replaced with real drug trafficking prevention
laws, including regional grand juries.
Authorization to request volunteers for
counter-drug activities --delegation of authority to adjutant general.
41.475. 1. The governor is hereby
authorized to request volunteers of the organized militia to assist federal law
enforcement authorities within or outside the state, or to assist federal,
state or local law enforcement authorities within this state, and order such
volunteers to duty for the purpose of providing assistance in drug interdiction
and counter-drug activities and operation and maintenance of equipment and
facilities for such purposes pursuant to plans adopted and funding assistance
received under the provisions of 32 U.S.C. 112.
2. The governor may delegate the authority
conferred by this section to the adjutant general, but the governor shall
retain sole authority to approve any and all plans submitted to the Secretary
of Defense under 32 U.S.C. 112. The adjutant general shall ensure that all
directives and policies of the Department of Defense and National Guard Bureau
are followed. Personnel assisting in such activities shall obey and execute the
instructions of the civil authorities charged by law with responsibility for
law enforcement.

The Mo. General Assembly also needs to
clarify that a public official called into active military duty may be paid
from public funds and military pay for no more than the law specifically
permits each year. And that anyone accepting pay from both, shall automatically
forfeit public office, be disqualified from ever holding public office again,
and required to pay back all funds accepted from public funds. Such a law
should have to be enforced by the Mo. Attorney General. (Matt Blunt drew his
pay for Mo. Sec. of State and U.S. military pay while sitting in the United
Kingdom with the British Navy. That was contrary to Mo. law, but no one would
address the problem.)
